P To provide a topcoat material composition for waterproofing, which is excellent in water resistance, storage stability, color controlling property and physical properties as a waterproof material and exhibits high flame retardancy without using a halogen flame retardant as taking the environment into consideration and to provide a civil engineering and construction structure using the composition and a construction method using the composition. PSOLUTION: The topcoat material composition for waterproofing contains (A) a vinyl ester resin dissolved in an ethylenic unsaturated monomer and (B) an aluminum salt of organic phosphinate.
