PROBLEM TO BE SOLVED: To properly delegate authority by storing authority delegation information in a storage medium, and determining the authority of authority delegation red person based on the authority delegation information by an application server.;SOLUTION: A user using the storage medium stores the authority delegation information related to the authority delegation from another user in the storage medium storing information allowing confirmation of identity of the user. When receiving an access request from a user terminal, the authentication server 3 authenticates the identity of the user based on the information stored in the storage medium used by the user, and transfers information derived from authority delegation concession or the authority delegation information stored in the storage medium to the application server designated in the access request.
