PPROBLEM TO BE SOLVED: To provide a photocatalyst capable of highly efficiently generating hydrogen from water by irradiation of visible light (in particular, light having wavelengths of 400 to 800 nm), and to provide a manufacturing method of hydrogen. PSOLUTION: The photocatalyst including titanium oxide and a rhenium compound containing tetravalent rhenium is used. Further, the photocatalyst in which the rhenium compound contains hexachlororhenate (IV) ion ([ReIVCl6]2-) and the titanium oxide is pretreated by a cationic organic silane coupling agent is used.
