P To correct errors in measurement values by shock loading. PSOLUTION: A meter 16 installed ON a road surface 2 where a vehicle travels measures weight values of wheels including shock loading when the vehicle travels. An arithmetic circuit 14 corrects the weight values of the wheels measured by the meter 16 when the vehicle is traveling to weight values measured in a still or nearly still state and based ON the vehicle speed of the vehicle.
