PPROBLEM TO BE SOLVED: To provide a characteristic measuring device and a characteristic measuring method of a fuel cell capable of practicing effective evaluation or control to performance by measuring electric characteristics in detail. PSOLUTION: The characteristic measuring device in which a cathode divided into the main electrode and a divided electrode and an anode divided into the main electrode and a divided electrode are faced through a solid polymer membrane, comprises an electron load device and a current measuring means electrically connected in series between the cathode main electrode and the anode main electrode; a first voltage measuring means for measuring voltage between the cathode main electrode and the cathode divided electrode; a second voltage measuring means for measuring voltage between the cathode main electrode and the anode main electrode; and a third voltage measuring means for measuring voltage between the anode main electrode and the anode divided electrode.
