PROBLEM TO BE SOLVED: To flexibly respond to a request of a service creator, a user or the like for a charging method of a usage fee.;SOLUTION: A service creator terminal device 9 creates a service scenario of linkage service and registers it to a service scenario DB 4. When a user terminal device 8 requests providing the linkage service to a service linkage engine 3, the service linkage engine 3 transmits a query for a providing condition of the linkage service to the service creator terminal device 9, and also transmits a query for a charging plan of usage fee to the user terminal device 8.
