PPROBLEM TO BE SOLVED: To provide a transparent conducting layer coated film having excellent surface flatness and capable of providing a display with high emission luminance, and to provide a substrate for the display using this film, the display, a liquid crystal display device and an organic EL element. PSOLUTION: The transparent conducting layer coated film is formed of a transparent base material and the transparent conductive film, and the transparent conductive film has 1 to 100 pieces/m2 crystalline secondary particles with an average particle size of 0.1 to 1m on the surface thereof.
