PSOLUTION: In forming the outer package of a power storage device by deep drawing of a sheet material 25, the sheet material 25 is mounted between a male die 23 of a forming device 20 and a bag 29. The bag 29 is expanded by a high-pressure air, the sheet material 25 is gradually pressed from the center of the bottom part 23a of the male die 23, and a housing part copy-pressed in the shape of the male die 23 is formed.
