PROBLEM TO BE SOLVED: To enable an inexperienced operator to measure with a post-processing moving object self-position measuring device, and uniformize position measurement accuracy.;SOLUTION: An accuracy information storing section 18 stores a past observation status of an observation device which observes information for measuring a position, and position measurement accuracy when the observation status is acquired. An error prediction computing section 17 predicts the position measurement accuracy in a current observation status of the observation device based on the past observation status stored in the accuracy information storing section 18 and the position measurement accuracy when the observation status is acquired.
