PROBLEM TO BE SOLVED: To provide software and hardware which facilitate application development even when a person does not get acquainted with specifications of both of a session control protocol and a media stream control protocol.;SOLUTION: A media session termination means 30 makes a file creation means 31 and a file deletion means 32 correspond to session connection and disconnection in the session control protocol, and makes a writing means 33 to a file and a reading means 34 from the file correspond to control of a media stream in the media stream control protocol. A session management means 37 manages the connected session by correlating it with the generated file.
