A dynamic voltage regulating system on the basis of on-chip monitoring and voltage prediction comprises a main circuit (1) integrated with an on-chip monitoring circuit (2), a supply voltage regulating module (3), and a voltage converter (4) connected to an output end of the supply voltage regulating module. The supply voltage regulating module comprises: a sampling statistic module (31) for calculating an error rate of the main circuit in a current time slice, a state recording module (32) for recording the error rate and a corresponding supply voltage, an error prediction module (33), and a state transition probability generating module (34). The error prediction module predicts an error trend of the main circuit in a future time slice according to the state recording module and the state transition probability generating module, generates a regulating signal, and sends the regulating signal to the corresponding voltage converter to generate a voltage required by the work of the whole main circuit. In the system, according to a "past" work condition and a "present" work state of the main circuit, a "future" time sequence violation level of the main circuit is predicted using the Markov theory, and the time for the voltage converter to regulate the voltage is reserved, so that the dynamic voltage regulating has a clear direction and purpose.
