The present invention provides an innovative technique for treating a radioactive substance.A method for treating a material of interest contaminated with a radioactive substance using ozone water molecules hydrated that are produced by dissolving ozone molecules in raw water. In the ozone water molecules hydrated, ozone molecules are present at least between water molecules in the raw water and the hydrogen bond ratio is smaller than that in the raw water. A contact step of bringing the ozone water molecules hydrated into contact with an inorganic base material into which the radioactive substance is incorporated in the crystal structure thereof and an organic substance which is bound to the inorganic base material is carried out, thereby detaching the radioactive substance from the inorganic base material and the organic substance. A technique of the combination of the contact step with a technique for re-immobilizing the detached radioactive substance is an environment improvement technique which can keep the radioactive substance in an isolated state or a separated/condensed state and can protect persons from external exposure or internal exposure to a radioactive ray.
