A glass fiber chopped strand mat uses glass fibers with the length being 4-25 mm and the fiber diameter being 5-15 um, is manufactured by adding a thickener, a dispersant and a defoamer to form a slurry dehydrated and dried, and has the thickness being 0.1-2.0 mm. The glass fibers are scraps of glass fiber manufacturers. A preparation method of the glass fiber chopped strand mat uses the papermaking process in the paper-manufacturing process to prepare the glass fiber chopped strand mat. With the same production method being used, the manufacturing costs of the core material of the present invention are obviously decreased, by 10-50%, and the thermal conductivity of the vacuum heat insulating plate made in this way is decreased by 25%-65%.
