Disclosed are a slewing mechanism and a tunneling machine. Since the distance between the piston rod (22) and a rotary shaft of the rotary table (1) remains unchanged, the gyroscopic moment remains stable. Moreover, since the oil cylinder (2) has a transverse arrangement, only a relatively small size is required to be able to drive the rotary table (1) in rotation, and, during operation, the oil cylinder (2) does not follow the rotation of the rotary table (1), the piston rod (22) merely moving between the two cylinder bodies (21).
