An e-mail operation is performed on a communication terminal in which a communication carrier under contract is changed.;In an e-mail operation system (2), an e-mail operation requirement having as a destination a first mail address used by a target terminal (20) when communication with a first communication network (N1) is performed is received by a first e-mail control device (50) included in the first communication network (N1); in a first e-mail operation system (30) configured to include the first e-mail control device (50) and a SCP (40), the telephone number of the target terminal (20) that is in association with the first mail address is specified; the e-mail operation requirement is transmitted to a second communication network (N2) using this telephone number; in a second e-mail operation device (60), an e-mail operation instruction is provided to the target terminal (20) by using the telephone number that is required to be operated. Thus, the e-mail operation instruction is provided to the target terminal (20) through the second communication network (N2) different from the first communication network (N1).
