The arrangement has a generator (13) for converting potential energy into electrical energy, and a floating body (1) lying below a water surface and attachable at seabed. A generator buoy (2) is formed for floating on the water surface, and connected with the floating body by a rollable hauling rope (4) or a linearly guided pinion. The generator buoy is upwardly and downwardly movable with respect to the floating body in a vertically linear manner in wave course. The floating body and the generator buoy are guided parallel to each other.
