[Aim] Provided are a high-efficiency and energy loss-free controller for a ship propulsion device and a ship propulsion system that allow a ship to move forward and turn at a minimum speed during low-speed operation only with a forward thrust component. [Solution] A controller (5) for a ship propulsion device comprises: a processor (7) which controls processing of the entire controller; a motion curve table (8) which accommodates a dimension-less motion curve of a propeller or an impeller (2); control factor setting means (9) which sets a control factor of the motion curve; velocity command cycle interval determination means (10) which determines a command cycle interval of a rotational speed of the impeller; velocity command value calculation means (11) which calculates a command value of the rotational speed of the impeller at each command cycle interval; and velocity command output means (12) which outputs a velocity command with respect to propulsion device driving means in order to match the command value of the rotational speed of the impeller calculated by the velocity command value calculation means (11).
