A molybdenum-niobium alloy plate target material processing technique, implemented according to the following steps: (1) mixing: dividing respectively molybdenum powder and niobium powder of a certain quantity into three small portions, mixing respectively each portion of molybdenum powder with a portion of niobium powder into a small portion mixed powder, when each portion of the mixed powder are mixed and sifted for multiple times, synthesizing the multiple portions of mixed powder into a mixed alloy powder, then dividing the mixed alloy powder into three groups for respective blending and finally synthesizing together, and then blending into an alloy powder having uniform composition; (2) molding: pressing into an alloy billet via isostatic pressing, sintering under the protection of hydrogen gas in a high-temperature intermediate-frequency furnace, where the sintering temperature is divided into three temperature zones: 0°C to 800°C, 800°C to 1600°C, and 1600°C to 2000°C, where sintering lasts at least three hours in each temperature zone, and finally sintering into an alloy billet-form; (3) forging and rolling: after high-temperature forging for density-building at a temperature between 1200°C and 1400°C, rolling at a heating temperature in a high-temperature furnace of between 1500°C and 1600°C for manufacturing into a material-grade panel; and (4) finishing: forming a molybdenum-niobium alloy panel target material product via cutting, grinding, and machining. The billet acquired in the present invention is provided with refined grains, where the sizes of the grains tend to be consistent.
