Disclosed are an apparatus and a method for managing a digital copyright for an EPUB-based content, and an apparatus and a method for providing EPUB-based content on the basis of user authority. An encoding unit of a digital copyright management apparatus generates unit files in which a plurality of unit files contained in a compressed archive format composed of the plurality of unit files are encoded by different encoding keys, and stores the generated unit files in a content database, and generates mapping data in which each encoding key and identification information of the encoded unit file are mapped, and stores the mapping data in an encoding key database. An authority management unit transmits, to a content providing apparatus, an encoding key which is selected, from a plurality of encoding keys, on the basis of user identification information and/or content identification information contained in an encoding key provision request message received from the content providing apparatus that decodes the encoded unit files and provides the decoded unit files to a user.
