Disclosed is an unsteady-state supercharging sea water desalination and electricity generation apparatus using tidal current energy, comprising using a water turbine (1) to drive a sea water supercharging pump provided in a pump room, wherein the sea water supercharging pump supplies pre-treated sea water to a sea water desalination apparatus using an unsteady state reverse osmosis membrane (14) and a flow battery (18), with pressurized sea water permeating through the unsteady-state reverse osmosis membrane (14) to achieve sea water desalination, and strong brine entering the flow battery (18) for electricity generation. Since a water turbine is used to directly perform supercharging, by means of an unsteady-state supercharging operation, within a high pressure range the sea water undergoes stochastic change, thereby forming turbulence on an uneven membrane surface, lowering the concentration polarization and thus, lowering the reverse osmosis pressure such that the sea water desalination efficiency is increased. Using the concise and effective circulation model of tidal current energy - mechanical energy - pressure energy, strong brine still under a certain pressure drives the rotation of a pump in the flow battery, which is converted into electrical energy and accumulated, achieving effective utilization of tidal current energy.
