The present invention relates to an insulating heat-dissipation solution filled in a housing of an LED lighting device and an LED lighting device using the same, the insulating heat-dissipation solution which is non-toxic, is non-reactive with an LED package, and has a convection heat transfer coefficient of 15000-70000(W/m² K) at 20-80°C, comprises one or a mixture of at least two selected from dimethyl silicone oil, methyl phenyl silicone oil and polymethyl hydrogen siloxane to absorb and dissipate heat generated from the LED package of the LED lighting device.
