A grouting piling method based on a hole-forming by sinking double pipes and pulling an inner pipe and application thereof are disclosed. The method makes use of an eccentric moment-adjustable vibration hammer, a column clamp apparatus, an inner pipe, an outer pipe, and a column bracket or a hoisting crane, and includes the following steps: first, clamping the inner and outer pipes by the column clamp apparatus, vibrating the vibration hammer, stopping vibration when the pipes sink to the required depth, changing the method of clamping pile to make the pile-clamp only clamp the inner pipe, running a windlass to pull upwards the inner pipe until the pipe is completely pulled out while the vibration hammer does not vibrate, then moving the pile bracket or crane to move the inner pipe away from the opening of the outer pipe, running the vibration hammer to vibrate, keeping pouring out the soil in the inner pipe in the state of vibration until all the soil is poured out, inserting the steel reinforcement cage in the outer pipe sunk into the soil, and filling concrete; finally clamping the outer pipe with the clamp, running vibration hammer, pulling out the outer pipe with the vibration, and completing the pile at the same time. The pile is novel in structure, and has high construction efficiency.
