PURPOSE: A space arrangement simulation method for reducing a carbon emission quantity in a city plan is provided to estimate traffic based on a city design plan and provide a design plan with excellent compatibility, thereby modifying and adding information according to a city design area situation. CONSTITUTION: Traffic according to arrangement of an unit function space comprising a city is estimated(S1). An unit function space arrangement display model is generated by selecting a data type and data structure necessary for an operation of space arrangement estimation simulation based on information displaying an existing area situation and a new individual area(S2). The space arrangement estimation simulation according to the arrangement of the unit function space is executed(S3). [Reference numerals] (AA) Start; (BB) End; (S1) Estimating the volume of traffic corresponding to arrangement of a unit function space composing a city; (S1-1) Estimating a basic unit of the volume of induction between an individual supplier space and a consumer space; (S1-2) Estimating a moving distance between an individual supplier and a service in case of delivering one product or service between the individual supplier and the service; (S1-3) Estimating the whole traffic by adding the volume of traffic generated by moving between the individual supplier space and the consumer space; (S2) Generating an unit function space arrangement showing model; (S2-1) Inputting information necessary for estimating the volume of traffic corresponding to unit function space arrangement; (S2-2) Applying existed data information for showing an existed region state; (S2-3) Generating the unit function space arrangement showing model for an existed city state and the new development region; (S3) Executing space arrangement estimation simulation
