PURPOSE: A piling crane device having a buffering device and a method for strengthening poor subsoil using the same are provided to make uniform quality of a fixing frame even in case of high waves, and to prevent task from being stopped even in case that a wire rope is tangled by fluctuation. CONSTITUTION: A piling crane device comprises pulley bundles(60) and a buffering device(70). A wire rope(40) is wound on the pulley bundles to be moved along a pulley. The buffering device is installed between the pulley bundles and an auger motor body(50) locating at the top of a casing pipe(30). Force is directly delivered between the pulley bundles and the auger motor body and is buffered by the buffering device.
