PURPOSE: A water-soluble anti-corrosive paint composition is provided to provide strong adhesion and anti-corrosion for a steel construction without containing heavy metal and volatile organic compounds and to provide excellent chemical properties such as acid resistance, alkaline resistance, salt resistance, etc. CONSTITUTION: A water-soluble anti-corrosive paint composition comprises a base part and a hardening agent part. The base part comprises a self-emulsifying type modified epoxy resin of which epoxy equivalent is 200-220 g/eq, a water-soluble bisphenol A type epoxy resin of which epoxy equivalent is 450-500 g/eq, a protonic solvent and water. The hardening agent part comprises a modified aliphatic polyamine resin of which amine value is 190-240 mgKOH/g, an aromatic tertiary amine resin of which amine value is 620-650 mgKOH/g, an amphiprotic solvent, water, aluminum oxide, sodium benzoate, extender pigment, coloring pigment, and additives.
