Disclosed are a dye-sensitized solar cell manufacturing method and a dye-sensitized solar cell manufactured by the method. Dye-sensitized solar cell manufacturing method according to the present invention comprises the steps of: (a) preparing a first substrate and a second substrate formed with a transparent conductive oxide (TCO) layer; (b) forming a photocatalyst layer on the TCO layer of the first substrate by applying an ink containing no binder resin and containing a semiconducting material, followed by low temperature heat treatment at a temperature of no sintering or 450 ° C. or lower; (c) adsorbing a dye to a semiconducting material included in the photocatalyst layer; (d) assembling the first substrate and the second substrate to form a solar cell; And (e) injecting an electrolyte into the formed solar cell.
