The present invention relates to a skin anti-aging and whitening cosmetic composition comprising an extract mixture of licorice and Angelica. The present invention is basically characterized in that the extract of the licorice and Angelica sinensis contains a stabilized state as a nano liposome as an active ingredient. According to the present invention, the skin penetration effect is greatly increased because the anti-aging and whitening of the skin as well as the herbal extract mixture is contained by the nanoliposomes.
