PURPOSE: A terminal device for reporting an uplink power control state and a method thereof is provided to efficiently set the power necessary for uplink data transmission before a terminal receives power control information.;CONSTITUTION: A reception antenna receives a first message from a base station. A processor(155) determines whether the uplink transmission power control parameters received through the first message are updated or not.
