PURPOSE: An device and a method for limiting the use of a mobile phone when driving is provided to block a call, message check/transmission, and web surfing while driving by activating a lock program installed on the mobile phone of a registered driver through a driver certification based on bio-information. CONSTITUTION: An device for limiting the use of a mobile phone while driving comprises a certification information storage unit(10), a mobile phone information storage unit(20), a bio-information acquisition unit(30), a driver certification unit(40), a ECU(Electronic Control Units) interlocking unit(50), a mobile phone control unit(60), and a wireless pairing unit(70). The certification information storage unit stores certification information necessary for certificating a driver. The mobile phone information storage unit stores mobile phone information which the driver registers. The bio-information acquisition unit acquires the bio-information of a driver seating on a driver's seat. The driver certification unit identifies the driver by certificating the bio-information of the driver which is acquired by the bio-information acquisition unit based on the certification information stored in the certification information storage unit. The ECU interlocking unit senses whether the vehicle is operating or not by being interlocked with an ECU equipped in the vehicle. The mobile phone control unit generates the lock program activating signal of the mobile phone corresponding to driver information transmitted by the driver certification unit based on the mobile phone information of each driver stored in a mobile phone information storage means in the state of sensing that the vehicle is on driving through ECU interlocking unit. The wireless pairing unit transmits the lock program activating signal from the mobile phone information control unit to the corresponding mobile phone.
