PURPOSE: A location based PCC(Policy and Charging Control) method and a system in a mobile communications system, and a packet data network gateway device for location based PCC are provided to perform a location based service for ECGI(Enhanced Cell Global Identity) of particular eNB(evolved Node B) by implementing PCC control. CONSTITUTION: An eNB(102) performs a connection setting with an MME(Mobility Management Entity)(106) for a connection request by a UE(User Equipment)(200). The MME delivers a bearer modification request to a Serving-GW(110) through an MBR(Modify Bearer Request) message(202). A PDN-GW(Packet Data Network Gateway)(112) checks changed ECGI information of the UE in the MBR message, and verifies matching status with the ECGI information stored in advance(206).
