PURPOSE: A positioning device performing a retracting action using an air balance capable of certainly performing the retracting action to a vertical axis not relying on external power is provided to generate very much power in a moment by modulating the pressure of the air balance, thereby performing the retraction action of the vertical axis at the moment of emergency shutdown.;CONSTITUTION: A positioning device performing a retracting action using an air balance includes a servo motor, a control device, the air balance, an air supplier, a pressure control device(46) and an air balance pressure modulation unit. The servo motor drives a vertical axis. The control device controls the servo motor. The air balance cancels the weight of the vertical axis. The air supplier supplies air to the air balance. The air balance pressure modulation unit modulates the pressure of the air balance using the air supplied from the air supplier. In case a position determining device is in emergency shutdown or blackout, or the excitation of the servo motor is released by other operations, the air balance pressure modulation unit avoids collision with a moving structure having a different structure type adhering to the vertical axis or moves the vertical axis to a direction for reducing the collision by modulating the air balance.
