PURPOSE: A graphene-based laminate including a doping polymer layer is provided to form a doping polymer layer on at least one side of a graphene layer, thereby controlling the conductivity of the graphene layer.;CONSTITUTION: A graphene-based laminate includes a substrate(110), a graphene layer(120), and a doping polymer layer(130). At least one graphene layer is formed on the upper surface of the substrate. The doping polymer layer is formed on at least one side of the graphene layer.
