PURPOSE: A system for allocating priority to data for the intellectual discard of a packet in a communication network and a method thereof are provided to optimize the system performance of a multi-access communication system having limited capacity and spectrum.;CONSTITUTION: A video quality measuring module(7110) determines a contribution level of frames for the quality measurement of a video stream. A packet priority allocating module(7120) receives the contribution level of the frames for the quality measurement of the video stream. The packet priority allocating module allocates priority to packets by using the contribution level of the frames for the quality measurement of the video stream. A selecting module selects one or more packets for discard by using the allocated priority.
