PURPOSE: A core-shell nano catalyst is provided to have cheap production costs and excellent catalyst activity, and to have excellent durability against oxidation and reduction, thereby improving the durability and efficiency of a fuel cell. CONSTITUTION: A core-shell nano catalyst comprises a nitrogen-doped metal or metal oxide core and a carbon shell(metal or metal oxide). The metal or metal oxide core and the carbon shell is one or more combinations selected from tetramethoxyphenylporphyrin and polyvinylpyrrolidone. A manufacturing method of the catalyst comprises a step of manufacturing the metal or metal oxide core and the carbon shell; and a step of doping the metal or metal oxide core and the carbon shell with nitrogen.
