PURPOSE: A battery charging and recovering apparatus is provided to normally operate by automatically switching an output polarity of the battery charging and recovering apparatus according to a connection state. An output mode control unit(70) controls a circuit of an output unit according to a charging mode or a recovery reproducing mode. A battery connection state and display device(80) transmits a detection signal to detect a battery state to a microcontroller(11). A recovery reproducing pulse generating unit(90) generates a recovery reproducing pulse to the battery when the recovery reproducing mode is selected.
