PURPOSE: A resource assignment system for public transportation users and a method thereof are provided to effectively offer resources to the users who use public transportations.;CONSTITUTION: A terminal information collecting unit(110) collects terminal information from a plurality of base stations including a first base station. An information change indication unit(140) transmits an information change message to the first base station and a second base station based on the terminal information collected by the terminal information collecting unit. The information change message includes a cell identifier, a synchronization signal, a base station identifier, and a reference signal.
