PURPOSE: A temperature measuring device using a thermoelement and a temperature measuring method are provided to enable to remove changes in the temperature of a surface of the thermoelement caused by an air current with an infrared ray absorption window so that the thermoelement enables to output stable signals and the infrared ray absorption window enables to prevent the thermoelement from being polluted.;CONSTITUTION: A temperature measuring device(100) using a thermoelement(140) comprises a body part(122) and a temperature measuring part(110). The body part includes an opening(126) facing a target(172) and a cavity(124) connected to the opening. The thermoelement is arranged at a position facing the opening inside the cavity and absorbs infrared rays radiated by the target. The temperature measuring part measures output signals of the thermoelement, thereby measuring the temperature of the target. The thermoelement includes a hot junction plate, a cold junction plate, and a thermoelectric structure. The cold junction plate is arranged separately from the hot junction plate.
