PURPOSE: A mobile communication translator-integrated monitor device for relaying mobile communications and providing information, a method thereof, and a system thereof are provided to display an advertisement or a notice provided from the outside in a sealed space by continuously monitoring a provided mobile communication service environment.;CONSTITUTION: An optical translator unit(111) separates an optical signal received through an optical communication network from an optical signal of a data channel and an optical signal of a mobile communication channel. A data display unit(112) displays data in a sealed space based on the optical signal of the data channel. A terminal transceiving unit(113) includes a mobile communication translator or a mobile communication station.
