PURPOSE: A method for encoding a video according to motion prediction by using a random partition, a device thereof, a method for decoding the video according to motion compensation by using the random partition, and a device thereof are provided to increase encoding efficiency by encoding video data based on encoding units.;CONSTITUTION: A maximum encoding unit dividing unit(1410) divides video data into one or more maximum encoding units. A receiving unit receives a bit stream about a video to parse the same. A processor determines encoding units of one or more layer structures for image encoding. A decoding unit restores an image through decoding by using sub units. An encoding unit(1420) encodes the video data divided by the maximum encoding unit dividing unit.
