PURPOSE: A device and a method for monitoring a target object on the ground surface are provided to sense first and second scattering signals from the scattering signals scattered backwardly from the target object based on reception sensitivity and to confirm information with respect to the target object more accurately based on a rate of the first and second scattering signals.;CONSTITUTION: A device(100) for monitoring a target object on the ground surface comprises a light source unit(101), a sensor unit(107), and a processor(109). The light source unit emits light sources to the target object. The sensor unit senses first and second scattering signals scattered backwardly from the target object based on reception sensitivity.
