PURPOSE: A smartphone exclusive prepaid application card(PAC), and a method and a system for issuing thereof and for paying using thereof are provided to offer a smartphone exclusive PAC which is easy-to-carry, safe from being lost by history tracking . CONSTITUTION: A user downloads a PAC application to a smartphone(20) and applies for membership by transmitting personal information to a PAC management system(22)(S200). The PAC management system performs verification of the user and accepts the application for membership(S205). The smartphone requests for issue of a PAC to the PAC management system(S210). The PAC management system determines whether the user corresponds to a predetermined PAC issuing criterion, and approves that the application for membership if the user corresponds to the criterion(S215). The smartphone requests for purchase of a PAC to the PAC management system(S220), and the PAC management system requests for the purchase cost of the PAC that is asked by the smartphone to a banking company server(24), when the user requests for the issue of the PAC for the first time(S225). The banking company server withdraws the purchase cost amount of the PAC from the account of the smartphone by searching an integration ledger, deposits the purchase amount in the account of the PAC management system, and informs the PAC management system of the deposit completion(S230). The PAC management system stores issue and amount information corresponding to PAC Colorzip information in a PAC information storage unit when receiving the deposit completion information from the banking company server, and informs the smartphone that the purchase and issue completion of the PAC(S235).
