PURPOSE: An image coding/decoding device using a merging block gathering and a method thereof are provided to allow a plurality of prediction units to share the merging block gathering, thereby reducing the element block of the merging block gathering.;CONSTITUTION: A coding device performs motion compensation screen prediction for a coding unit(620).
