PURPOSE: A dazzle detecting device, a dazzle blocking system using the same, and a method thereof are provided to implement safety driving of a driver by blocking direct light of a target direction after an incidence direction of the direct light is detected. CONSTITUTION: A dazzle detecting device(10) for a driver comprises a film unit(11), an eye section detecting unit(12), a face section detecting unit(13), an incidence section detecting unit(14), and a dazzle detecting unit(15). The film unit films a face image of the driver. The eye section detecting unit detects an eye section from the face image. The face section detecting unit detects a face section from the face image of the driver. The incidence section detecting unit detects the section in which direct light comes from the face section. The dazzle detecting unit determines dazzle generated to a driver when the eye section detected in the eye section detecting unit and the incidence section detected in the incidence section detecting unit are overlapped.
