PURPOSE: An image restoration system considering wireless communication and Scalable video coding is provided to improve performance by reducing an error rate of a base layer.;CONSTITUTION: An SVC(Scalable Video Coding) encoding unit(120) encodes image data into a bit stream according to a scalable channel characteristic. A modulation unit(140) performs adaptive modulation of the stored scalable bit stream and channel coding. An RF module unit(150) wirelessly transceives the adaptive modulation and channel coded in the bit stream.
