PURPOSE: A dynamic migration device of a service component using the quality information of a mobile device and a method thereof are provided to improve the performance of an application executed in a mobile device by migrating the component to a specific mobile device and using service information through the execution of the component. CONSTITUTION: A monitoring unit(203) monitors the quality of a service provided from a server to mobile devices. If the quality of the service is lower than a threshold value, a quality information receiving unit(205) receives quality information of the mobile devices. A selecting unit(207) selects a mobile device migrating a component from among the mobile devices by using the quality information. A migration unit(209) migrates the component to the selected mobile device.
