PURPOSE: An ice breaking device and a ship having the same are provided to break drift ice approaching a hull without the propulsion of the ship.;CONSTITUTION: An ice breaking device (100) comprises a housing groove (110), a rotary shaft (120), a rotary body (130), and a drive unit. The housing groove is formed in the hull of a ship along the draft line of the ship. The rotary shaft is installed in a longitudinal direction of the housing groove. The rotary body comprises multiple hitting units and connection members. The hitting units are arranged to be separated from the rotary shaft.
