PURPOSE: An insulation performance measurement device and a measuring method using the same are provided to inspect the insulation performance of an insulating material accurately and rapidly and to measure the insulating performance of the insulating material while the insulating material is installed inside a product.;CONSTITUTION: An insulation performance measurement device includes a heat-flow sensor (100), a first heat source (120), a second heat source (110), and an insulating material (130). One surface of the heat-flow sensor is in contact with a target object. The first heat source is arranged on the top of the heat-flow sensor in order to supply heat to the heat-flow sensor. The second heat source is arranged around the heat-flow sensor in order to prevent the generation of a heat flow around the heat-flow sensor.
