PURPOSE: A producer-based low carbon technology application model building method and a system thereof maximize a city's energy efficiency and help the city become self-sufficient in using energy by exchanging information about energy production and use on a real time basis.;CONSTITUTION: A producer (200) is provided with an electronic space in which the producer can register various low carbon materials and construction methods regarding a product manufacturing process (210) and a facility construction process (220). A system stores and manages a low carbon method list (110) which compiles the low carbon materials and relevant methods registered by the producer. A planning evaluator (300) includes an evaluator (310) which evaluates the effectiveness of the low carbon materials and relevant methods registered by the producer, and a resulting low carbon planning as well as a designer (320) which recommends a reference execution model regarding various low carbon planning and execution cases (120) at home and abroad. The planning evaluator stores and manages an expert evaluation result on the low carbon method list along with the low carbon materials and construction methods while the reference execution model gets updated and managed upon experts' recommendations. The best low carbon method for a specific plan is organized and selected based on a database, which includes the low carbon method list including the low carbon materials and methods registered by the producer and the evaluation result registered by the planning evaluator as well as the reference execution model recommended by the planning evaluator.
