PURPOSE: A planting mat is provided to facilitate the germination and growth of plant seed by easily flowing sprinkled water after the installation of the planting mat into a wool layer in which seed is located. CONSTITUTION: A planting mat comprises a wool layer (2) and a biodegradable protective layer for protecting the wool layer. The wool layer is made of biodegradable material and holds plant seed sprinkled in advance. An upper sheet layer and a bottom sheet layer (3,4) are united with the wool layer in order to surround the wool layer. multiple slits (10) are respectively separated at fixed intervals in a width direction on the upper sheet layer and bottom sheet layer and cut as a pre-set length in a longitudinal direction. The sprouted leaf of the plant comes out to outside through the upper sheet layer.
