PURPOSE: An image encoding and decoding device using an adaptive interpolation filter and an image encoding and decoding method are provided to improve overall image encoding efficiency by configuring an interpolation filter according to a category separating an input image or a coding block according to a predetermined attribute.;CONSTITUTION: An image analyzer (401) analyzes an image attribute for an input image by coding block and separates a coding block into two or more categories based on the image attribute.
